Introduction E-government is a national program. The purpose of this program is to improve government performance in delivery of its services, efficiently, accurately, faster and minimum cost , high transparency and high level of customer satisfaction. As an integral part of the E-government, many central and local government agencies begin providing E-government services through a variety of channels of service delivery. One of these channels is the delivery of mobile services. This channel has become more important in view of the faster growth and higher mobile penetration rate compared to the Personal Computer -based Internet, a factor that could play a significant role in bridging the digital divide.
